The settings of Mastodon Starter Packs means it is opt in, an account needs to be opted into discovery to be included on a starter pack.
*You can find the setting on the web browser by going to your profile, clicking on the 3 dot button, click edit profile, click on privacy and reach, and tick the box for feature profile and posts in discovery algorithms, scroll down and click on save changes.
