～のほうが～より = comparing two things: A のほうが B より + adjective.
車のほうが自転車より速いです. = Cars are faster than bicycles.
のほうが marks the winner, より marks the baseline. Works for preferences too: 肉のほうが魚より好きです.

～ことができる = "can do ~" (dictionary-form verb + ことができます).
日本語を少し話すことができます. = I can speak a little Japanese.
