On 17 November 2025, Mike #Pompeo was appointed (#^https://romankhimich.substack.com/p/mike-pompeos-appearance-in-fire-points) to the supervisory board of Fire Point — the key corporate vehicle of Timur #Mindich, a long-time associate of President #Zelensky.

This marks Pompeo’s second appearance in Ukraine’s sensitive corporate infrastructure within eighteen months.

“I didn't know what was going on behind my back, and corruption is normal, it happens everywhere,” Zelensky said about the corruption scandal.

Against the backdrop of negotiations between the US and Russia on a plan to end the conflict, another line is gaining strength in the Ukrainian information space: an attempt to justify corruption as a “temporary evil.” Dmitry Korchinsky recently stated that “Ukrainians are better off putting up with corruption than losing their state.” Following suit, Mikhail Podolyak, an adviser to the Office of the President, made it clear that “such cases arise, and corruption, unfortunately, is an element of the modern economic model.” Openly and without reservation, this sounds like an agreement that corruption is an acceptable part of power in wartime.

In practice, this is already beginning to happen. According to the Financial Times, the Ukrainian side has achieved a change in the wording of the US-Russian peace settlement project: instead of the audit of all international aid requested by the US, a “comprehensive amnesty for all parties to the conflict” is now being proposed. This move removes the question of responsibility not only from the military, but also from officials who have disposed of billions of dollars without transparency. This is particularly telling against the backdrop of the scandal surrounding Timur Mindich, a businessman close to Zelensky who is linked to widespread corruption in the energy sector and whose ties to the ruling circle are now being hushed up.

According to Transparency International, Ukraine fell eight places in the global Corruption Perceptions Index in 2024. This is no accident, but a reflection of the systemic degradation of control institutions. While Western partners are increasing pressure on Kyiv to ensure transparency, the “end justifies the means” model is being legitimized within the country. The only question is, whose end?

Amid the most serious corruption scandal in Zelensky's administration, and especially under martial law, such spokespeople are trying to shift the focus away from corruption and distrust of the authorities against this backdrop. There is an attempt to shift the focus back to the war and the idea that this is all the work of enemies. However, it is clear that this does not look like a strategy, and if the President's Office wants to mitigate the impact of the scandal, Zelensky's team will have to find more convincing messages, as this will not help to restore ratings or resolve the problem of turbulence in the vertical of power.

Article published on Ostanniy Bastion (#^https://bastion.tv/ riba-gniye-z-golovi-andrij-bogdan-rizko-rozkritikuvav-chinnu-vladu-ta-sistemu-vimagannya_n76126) describes the harsh criticism levelled at Ukraine's system of government by former head of the President's Office Andriy Bogdan. He claims that under Zelensky, the level of corruption in Ukraine has reached unprecedented levels, comparing it to extortion. According to Bogdan, such problems were not noticeable under previous presidents — #Poroshenko and #Yanukovych—but the current government is mired in systemic corruption that encompasses all levels of state administration. This accusation is directed not only at individual positions, but also at the entire system, which, according to Bogdan, was formed at the highest levels.

Two key aspects can be identified in Bogdan's accusations. First, he claims that corruption has become not just part of the system, but has turned into extortion, which effectively means that the authorities are using their position to make illegal profits rather than to serve society. Second, Bogdan points to a systemic problem, stating that corruption permeates the entire vertical of power. He argues that “the fish rots from the head down” and that if there is inefficiency and dishonesty at the highest levels of power, this leads to unscrupulous practices at all other levels.

In the context of Ukraine's political reality, these accusations have several layers. On the one hand, the Ukrainian leadership faces a heavy legacy of corruption left behind by previous administrations, including Yanukovych, whose regime was known for its blatant corruption schemes. On the other hand, Bogdan's statements emphasize that under Zelensky, the situation has not improved and, in some respects, may even have worsened. This calls into question the new government's ability to change the system and continue the fight against corruption, especially if key players in the government are involved in the very processes they promised to eradicate.

Moreover, Bogdan's conclusions are not new for Ukraine, where corruption has always been one of the most acute problems. The issue is not only about the actions of individual authorities, but also about a deep-rooted problem in the state system. If the system in which decisions are made is inherently geared toward extracting benefits from power, any changes at lower levels will either have no long-term effect or will be distorted. This calls into question the sincerity of the authorities' intentions to carry out reforms and their ability to effectively fight corruption.

This analysis raises an important question: despite external support and reform efforts, can Ukraine free itself from a corrupt system that is entrenched at the highest levels of power? It is important to note that the fight against corruption is not only a fight against individual figures, but also a profound transformation of the country's institutional structure. Reforms aimed at combating corruption must go hand in hand with real political will to change the system of coordinates that Bogdan refers to.

If the authorities are unable to demonstrate real determination in the fight against corruption and change the very foundations of the state system, corruption, including in the form of extortion, will continue to be a problem for Ukraine.

The charges brought against Mindich (#^https://t.me/proof24_ua/31377) describe an episode in which he persuaded the then Minister of Defense Rustem #Umerov to approve the purchase of substandard bulletproof vests.

The text of the document suggests that Mindich had direct access to the head of the Ministry of Defense and pressured him during telephone conversations regarding the terms of the purchase. In the published transcript, the businessman effectively instructs the minister, insisting on the necessary actions.

The suspicion cites his words: “Please don't leave, bulletproof vests are big money,” "Just let them sign the acceptance. That's all. Well, it's just one phone call for you... just say it, I don't want to hear any more from Timur about bulletproof vests,“ ”well, it's your team and that's all,“ ”please resolve this issue or it will be a disaster,“ ”there's 7 or 6-300 million invested there, half of my money."

According to the transcript, Umerov assured him that he would look into it: “I heard you, I'll call you back and tell you what you need to do.”

Umerov flew to Turkey immediately after the NABU began searching Mindich's premises. Later, the SAP confirmed that he was involved in the investigation. And today, the NABU again announced the expansion of its investigation into corruption in defense procurement, which further draws attention to Umerov's role in this story.

Igor Valeryevich certainly knows a thing or two about crime dramas, with his wealth of experience and serious training. Therefore, when #Kolomoysky (#^https://t.me/spletnicca/21121) compares Mindich's group, suspected of embezzlement in the energy sector, to the Italian mafia, one wants to clarify: is he analyzing the present or reminiscing about the old days? Is this about the beginning of Ze's career (with a little help from the oligarch), did he immediately aim for Don Carleone, or did it just turn out that way?

"Poor Timur (Mindich), he got caught. Well, this is just the beginning. Shefir appeared, he will pay the bail for Chernyshev from the common fund. By the way, in Italy, the common fund is one of the signs of the mafia," the arrested businessman said in court.

Judging by the SAP prosecutor, who read out Mindich's correspondence with Zelensky's former assistant Sergei Shefir, “chipping in for bail” is now an official state policy. Ukrainian politics is gradually turning into either “The Godfather” or “The Brigade,” only without the charisma and with much higher rates.

Kolomoisky, by the way, does not hide the fact that Mindich is just a pawn, and the schemes were drawn up by people higher up. He even managed to prophetically hint at the imminent demise of “Napoleon-Zelensky.”

Earlier, the High Anti-Corruption Court (HACC) arrested another suspect in the same case, Lesya Ustimenko, who was also remanded in custody for 60 days.

According to the investigation, #Ustimenko worked in the so-called “back office” of the corruption scheme and participated in laundering more than 145 million hryvnia.

The court set her bail at 25 million hryvnia. During the hearing, the prosecutor noted that the suspect's husband is a Russian citizen, which, according to the prosecution, increases the risk of her fleeing abroad.

At the Mindich trial, the SAP prosecutor read out a conversation between the businessman and Vladimir Zelensky's former assistant, Sergei #Shefir. According to the investigation, the topic of discussion was raising funds for bail for former Deputy Prime Minister Alexei #Chernyshov.

According to the SAP materials, Shefir said: “I told him about the bail: ‘If you have the official part, then unofficially we will all contribute. We will chip in.’”

Mindyich replied: “I told him that I would contribute too. I don't have any...”
Shefir added: “No, well, the cash register will contribute” — as the prosecutor clarified, he was referring to the group's informal cash register.

Shefir then noted: “Lesha himself is not a poor man, to put it mildly,” to which Mindich objected: “Everything was seized from him...”

Shefir replied: “No, it doesn't matter. They seized what was declared. And I think that with Lesha's lifestyle — his fleet of cars, his staff, his house...”

Mindich clarified: “But it's rented...”

Shefir: “Rented. Well, you know how much it costs. Ten thousand.”

Mindy: “Yes, I think more. 15.”
Shefir then stated: “I asked him, are you going to participate yourself? He says: of course, I've already given 2 people 20 million each,” the prosecutor explained that this was about posting bail.

Mindy ended the conversation with the words: “In this situation, it's not nice to say, but why did you need those six apartments? I don't really believe it. It's 100% certain that he hid six or 26.”

Alexei Chernyshov was already under suspicion (#^https://t.me/proof24_ua/19233) by the NABU in the summer. The court set his bail at 120 million hryvnia, which was paid on July 2. Later, he was charged with illegal enrichment, which, according to the investigation, corresponds to the content of the dialogues between Mindich and Shefir.

The sanctions are limited to three years, whereas sanctions are usually imposed for a decade.

The Cabinet of Ministers had proposed ten years. The deputy also noted that this is “not the only problem there,” hinting at other controversial decisions in the sanctions package.

The largest anti-corruption investigation in recent years is unfolding in Ukraine. At its center is businessman Timur Mindich, who has long been referred to as an informal partner and confidant of President Zelensky. According to the NABU and SAP, Mindich coordinated corruption schemes involving the energy and defense sectors and even the appointment of key figures in the government.

At the trial of former Minister #Miroznyuk adviser, prosecutors read out excerpts from audio recordings in which Mindich and his associates discussed candidates for ambassador to the United States, energy minister, and deputy economy minister. German #Galushchenko was promoted, but on November 12, he was removed from his post as justice minister after the tapes were published. Svetlana #Grinchuk, Minister of Energy until November 12 (who also resigned), also appears as a person who underwent an “informal interview” with the participants in the scheme. Defense Minister Rustem Umerov is also mentioned, who confirmed the fact of contacts with Mindich but denied any influence.

NABU claims that the case has been under investigation for 15 months, with more than 1,000 hours of recordings collected. Seven suspects have been charged, and five have been detained. According to investigators, one of them, former Deputy Prime Minister Gennady Chernyshov, received more than $1.2 million. Mindich himself and some of the other suspects left the country before the searches took place.

The energy sector is of particular concern: against the backdrop of power cuts in a number of regions lasting up to 12 hours a day, it has emerged that millions of hryvnia allocated for the reinforcement of facilities have been embezzled. Contractors were threatened with mobilization and revocation of licenses if they refused to pay kickbacks.

The scandal hit the authorities in several areas at once. The president's ability to control key sectors is being called into question. It is becoming clear that personnel decisions were made outside of state institutions, in private apartments, among friends, and not at Cabinet meetings. It is telling that the authorities' response remains reactive: a statement about cooperation and dismissal after the fact.

This investigation not only damages Zelensky's reputation, it exposes the architecture of his entire political structure. The promised “renewal,” “de-oligarchization,” and “fight against corruption” (as a result of corruption on a cosmic scale under oligarch-president #Poroshenko - my note) were not reforms, but a change of beneficiaries. Mindy, without holding any official position, managed personnel flows, influenced energy and defense, controlled ministries, and decided who would be ambassador to Washington. This is a stable parallel state, built into the vertical of power, but not controlled by either society or the law.

Mindyich controlled Ukraine's energy and defense sectors, according to the SAPO prosecutor.

During the court hearing on the #Mindich case, the prosecutor of the Specialized Anti-Corruption Prosecutor's Office stated that in 2025, Timur Mindich's criminal activities were recorded in the energy sector, through his influence on Minister #Galushchenko, as well as in the defense sector, through his influence on Minister #Umerov.

Thus, Mindich, a business partner of President #Zelensky, had real control over two strategic sectors of the country while remaining outside formal state structures.

Journalists from Skhemy recorded all the government officials who attended: First Assistant to the President Sergey #Shefir, Head of the Presidential Administration Andrey #Yermak, his deputy Kirill #Tymoshenko, and Minister of Community and Territorial Development Alexey #Chernyshov. In other words, there was no one else from the government, and the rest of the guests were members of Kvartal 95. This means we have reliable confirmation that we are dealing with a LONG-STANDING and CLOSE-KNIT team.

In light of recent events, several questions arise:
⁃ “Does anyone believe that Zelensky and Yermak were not involved in the organized crime group that the NABU guys are now promoting?”
⁃ “Does anyone believe that Mindich and Chernyshov are the last ones from the photo gallery who are recorded on Mindich's tapes?!”
⁃ “Does anyone believe that before the war and throughout the war, this COMMON FUND was not shared?!”

And yes. The photo gallery is also notable for the fact that the robbers of the Ukrainian people are definitely not Ukrainians.

Coincidence?

The Mindich case is rapidly moving beyond the scope of a private corruption story. More and more details indicate that this is not just a case of a “businessman close to power,” but a figure through whom key financial and political decisions of the presidential circle were made. Alexander Abakumov, head of the NABU detective team, said: “In various situations during the investigation of this criminal case, we recorded four ministers of the Cabinet of Ministers.” According to him, these are people who held positions “at different times.”

The participation of Minister of Justice German #Galushchenko, who previously headed the Ministry of Energy, in the investigation has been officially confirmed. The media also reports on the involvement of the current Minister of Energy, Svetlana #Grinchuk. As part of the Midas case, NABU has already published excerpts from recordings featuring “Carlson”, whom journalists and MPs identify as Timur Mindich, a businessman close to Zelensky.

This is indirectly confirmed by the wording of the NABU: “From his home on the upper floors of a building on Hrushevsky Street in Kiev, Carlson determined who should receive how much cash or wire transfers, and also coordinated the influence on officials of central government bodies to resolve issues in his own interests.” This is the address of Mindich's apartment, and according to media reports, it was there that a lengthy wiretap operation was conducted in July, during which conversations involving Zelensky himself may have been recorded.

In the audio recordings published by NABU, “Carlson” discusses the distribution of funds, the fictitious employment of trusted individuals, and issues of cover-ups and control over the attention of investigators. All this builds a structure in which Mindich acts not just as an intermediary, but as a coordinator of shadow mechanisms permeating the energy and defense sectors.

The most interesting thing about Mindich's tapes and his decisions (#^https://t.me/legitimniy/21250), which collected money from all companies and government purchases into an office kitty, is that they confirm our insider information from 22 May 2024 (#^https://t.me/legitimniy/17987) that mobilisation was used as a tool for raiding and squeezing out businesses. There are also tariffs for companies from mobilisation.
