De zwarte markt in Berlijn

Hoewel de Luchtbrug dus etenswaren, kolen, hout en aggregaten binnenvloog, was het maandenlang onvoldoende. De hele winter door waren de rantsoenen te klein en de huizen te koud. Veel West-Berlijners zochten langs de rand van de stad naar brandstof, zoals hout, en voedsel. Daarvoor overschreden ze regelmatig de grens met de Sovjet-bezettingszone, waardoor deze hongertochten niet zonder gevaar waren. Agenten van wat later de DDR zou zijn, namen goederen in beslag en in de bossen lagen blindgangers. Er ontstond een levendige zwarte markt waar, omdat er drie soorten mark waren met voortdurend veranderende wisselkoersen, de sigaret de voornaamste rekeneenheid was.

Het grote plaatje

Berlijn was maar één plaats waar de confrontatie tussen de communistische en kapitalistische systemen werd uitgevochten. Vier dagen nadat de Sovjets de elektriciteit hadden afgesneden en de blokkade waren begonnen, verplaatste de Amerikaanse president Truman niet minder dan zestig B29-bommenwerpers naar West-Europa. Dat is, zoals u correct constateerde, het vliegtuigtype dat werd gebruikt bij het transport (en de inzet) van atoombommen. Stalin begreep hierdoor dat verdere escalatie te riskant was. De westerse geallieerden stelden ook een tegen-blokkade in door handel met de Sovjet-bezettingszone te verbieden.

Al in juli 1948 overlegden de generaals van de vier geallieerde legers over manieren om de situatie beheersbaar te houden. In augustus ontving Stalin in Moskou enkele westerse diplomaten. Hij meende sterk te staan, want als hij de blokkade voortzette tot in de winter, dan moesten de Berlijners wel naar de oostelijke winkels komen. De westerse geallieerden meenden echter óók sterk te staan, aangezien de Luchtbrug steeds efficiënter werd. Hoewel dit overleg dus tot niets leidde, was het evident dat niemand oorlog wilde.

De overwinning

De Luchtbrug werd, zoals gezegd, steeds efficiënter. Eerst Douglas C47s, dan C54s en tot slot C74s: per vlucht drie, tien of vijfentwintig ton levensmiddelen en brandstof. Niet alleen werden de vliegtuigen groter, er kwamen er ook meer, die ook vaker vlogen. In april 1949 waren er 1400 leveranties per dag. Elke minuut landde er dus in West-Berlijn ergens een vliegtuig: merendeels op Tempelhof, maar ook op Gatow en op het door de Fransen in drie maanden aangelegde vliegveld Tegel. Zoiets vergde perfecte stuurmanskunst in de vliegtuigen, perfecte organisatie op de grond en perfect transport van de voorraden naar de depots in de stad.

De Berlijnse rantsoenen waren nu op peil en er kwamen zelfs enige luxegoederen aan. Stalin concludeerde al in januari 1949, toen de Berlijners ondanks de winter niet inbonden, dat de blokkade was mislukt. Hij gaf opdracht tot onderhandelingen. De logistieke overwinning werd zo een politieke overwinning. Die was eigenlijk al eerder in zicht gekomen tijdens de aanleg van de luchthaven Tegel. Een grote, door de Sovjets gebouwde antenne stond lelijk in de weg, maar de Franse commandant blies die zonder pardon op. De Sovjets lieten maar een mager protest horen, wat de westelijke geallieerden het vertrouwen gaf dat ze aan de winnende hand waren.

Naspel

Op 12 mei 1949 werd de stroomvoorziening van West-Berlijn hersteld en kwam een einde aan de blokkade en de tegenblokkade. Er kwam geen einde aan de Luchtbrug, omdat de Berlijners aangaven dat ze het liefste voor twee maanden voorraden hadden. De piloten waren dus nog enkele weken bezig om de depots verder aan te vullen. De laatste vlucht was pas op 6 oktober 1949. Het zegt echter heel veel over het herstel van de voedsel- en energievoorziening dat Herta Heuwer de tot voor kort geblokkeerde stad haar favoriete gerecht kon geven door worst én te koken én te bakken, én te serveren met een saus van importproducten als tomatenpuree, worcestershiresaus en kerriepoeder.

De blokkade was, zoals al gezegd, het begin geweest van de Koude Oorlog en in 1949 ontstond de NAVO. De drie westelijke bezettingszones werden samengevoegd tot één nieuwe eenheid, West-Duitsland, met hoofdstad Bonn. Iets later werd ook de Duitse Democratische Republiek uitgeroepen. Daar werd de mislukte blokkade eigenlijk vergeten.

Zo niet in het westen. Voor de West-Berlijners betekende de blokkade vooral honger en kou, maar ook werkgelegenheid: duizenden mensen – bijna evenveel vrouwen als mannen – werkten op Tempelhof, Gatow en Tegel. Om aan voldoende arbeidskrachten te komen, lieten de westerse geallieerden krijgsgevangenen vrij. Al deze mensen kregen goed betaald en gevoed, en de samenwerking tussen Duitsers enerzijds en Amerikanen, Britten en Fransen anderzijds, hielp om een basis te leggen voor verdere samenwerking en, uiteindelijk, de integratie van West-Duitsland in de westerse wereld.

De luchtbrug naar Berlijn (1)

Een kleine twee jaar geleden was ik een paar dagen in Berlijn. Er was een expositie over Oezbekistan. Het hoogtepunt van de reis was echter de dag waarop we fietsen huurden en een tochtje maakten langs enkele locaties uit de Koude Oorlog. Iets wat ik al heel lang wilde. Vandaag dus een blogje over de Luchtbrug.

Terug naar 1945. De geallieerden hadden Duitsland verslagen, de Duitse industrie was kapotgebombardeerd, ook andere economische sectoren waren beschadigd en de Reichsmark was niets waard. Er was tekort aan levensmiddelen, aan brandstof en vanzelfsprekend aan woonruimte. Talloze mannen waren in krijgsgevangenschap en de wederopbouw verliep heel langzaam. U kent waarschijnlijk de filmbeelden wel van de Berlijnse vrouwen die de gebombardeerde stad aan het opruimen zijn.

Munthervormingen

Stalin wilde vooral herstelbetalingen om de eveneens vernietigde Sovjet-economie te herstellen; de communisten wilden Duitsland ook integreren in hun eigen systeem, de planeconomie. De westelijke machten wilden daarentegen vrije handel en wilden daarom monetaire hervormingen. Drie jaar lang waren de diplomaten aan het bakkeleien, wat de snelheid van de wederopbouw niet bepaald bevorderde. In maart 1948 werd duidelijk dat men er niet uit kwam. Dat was feitelijk het einde van de samenwerking tegen Hitler-Duitsland en het begin van de Koude Oorlog.

Op 20 juni 1948 vervingen de westelijke machten overal in hun bezettingszones, behalve in Berlijn, de Reichsmark door de Duitse Mark. Dit betekende dat mensen hun Reichsmarken nog snel probeerden uit te geven in de Sovjet-sector, zodat de Sovjets op 23 juni besloten hun eigen mark in te voeren, ook in Berlijn. In heel Berlijn. Toen de westelijke geallieerden dat onaanvaardbaar noemden, besloten de Sovjets op de avond van 23 juni dat ze West-Berlijn zouden dwingen tot aanvaarding van hun nieuwe munt, die bekend kwam te staan als Oostmark. Pressie leek een werkbaar politiek middel in de uitgeputte stad.

Op de volgende dag, vandaag zevenenzeventig jaar geleden, voerden de westelijke mogendheden de Westmark in voor de westelijke sector van Berlijn. Niet zonder reden, maar ook niet zonder hypocrisie, verklaarden de leiders van de SED (Sozialistische Einheitspartei Deutschlands, de communistische partij van wat later Oost-Duitsland zou heten) dat de westelijke maatregel de stad zou verdelen. In het westen zag men de Duitse mark daarentegen als een middel om de Duitse economie te integreren in de westelijke wereld en als garantie voor de economische en, als het even kon, ook de burgerlijke vrijheden.

Blokkade

Diezelfde 24 juni kan gelden als het begin van de blokkade. Het allereerste dat men er in West-Berlijn van merkte, was het uitvallen van de elektriciteit. De Sovjets sneden de stad af, niet om de West-Berlijners uit te hongeren maar om hen te dwingen zich in het oosten te registeren en hun inkopen te doen. Kolen vormden aanvankelijk geen probleem. Het was immers het begin van de zomer en er hoefde niet te worden gestookt. De voedselvoorraden waren problematischer – vooral groente – en dus kwam er een luchtbrug om de stad te voorzien van alles wat nodig was.

In de volgende maanden brachten de westelijke geallieerden eindeloze hoeveelheden levensmiddelen, brandstoffen en bouwmaterialen, naar West-Berlijn. Het zou nooit voldoende zijn: veel Berlijners raakten ondervoed en er werd gehamsterd. In mei 1949 kwam een einde aan de blokkade, waarover in een volgend blogje meer.

De betekenis van de Luchtbrug is, zoals gezegd, dat de Koude Oorlog begon. In deze maanden verdiepte de scheiding tussen Oost en West zich. In Berlijn kwamen twee politiekorpsen, twee gemeenteraden, twee burgemeesters, en twee militaire sectorcommandanten. In het westen groeide de NAVO en in het oosten groeide, enkele jaren later, het Warschaupact.
