The Bukharan Emirate was under the jurisdiction of the Umar caliphate & its laws that granted Jews limited religious liberty only in exchange for payment of a jizya tax. Devastated, community members searched for a rabbi, and Rabbi Maghribi accepted their invitation with the understanding that since his practice was rooted in Sephardic tradition, the community would need to follow.

    The Umar caliphate’s laws stayed in effect through 1865, when Tsarist Russia began to conquer the land, although remnants of those laws persisted as late as 1920.

    Under the rule of Russia, Bukharian Jews were granted more rights, which benefited their trading businesses. That golden age ended abruptly, when the Soviet Union took hold in Central Asia in 1924.

    This panel will feature the narrative of a Jewish woman who was expelled from her home in Libya in 1967 and is today a prominent human rights activist. She was born in Tripoli to a family that had lived in Libya for centuries, persecuted, nearly murdered and brutally expelled from her homeland in 1967 for being Jewish.

    ...Together with Joseph Abdel Wahed, Waldman founded JIMENA (Jews Indigenous to the Middle East and North Africa) in 2002 to bear witness to the suffering of other Jewish refugees from Arab lands. The second panelist is the Executive Director of JIMENA, who has testified in the White House about the plight of Jewish refugees from Arab lands.

    The discussant is a former president of the APA. The stories and traumas of these refugees have been unaddressed. It is time to hear them.

"When in 2022 the Egyptian authorities seized a geniza (collection of holy documents) from the Bassatine cemetery in Cairo without consulting a rabbi it was a clear sign that Jewish heritage was no longer deemed to belong to Jews. In Libya, in Iraq, Yemen, Syria s well as Egypt, the authorities have taken advantage of the demise of their Jewish communities to claim Jewish artifacts and communal property as their own. By signing agreements with Arab countries (MOUs) to recognize cultural property as theirs, it appears that the US has inadvertently been complicit in the looting of what remains of Jewish heritage. What are the challenges and what can we do to change the situation?"
