Мы частенько можем наблюдать эпичную битву жабы с гадюкой. С одной стороны – консерваторы, которые в ужасе от того, что их уютный район превращается в маленькое гетто с чуждой культурой, громкой музыкой и непонятными обычаями. Они бегут к стационарному бандиту и требуют запретов, депортаций и стену на границе. С другой стороны – леволибералы, которые приглашают весь мир к себе, начисто игнорируя несогласие налогоплательщиков оплачивать банкет социалки для всех желающих. А мы, либертарианцы, стоим посередине и ловим гнилые помидоры с обеих сторон. Потому что мы за свободу перемещения (госграницы – зло), но против того, чтобы государство навязывало нам соседей.
Почему мы все ругаемся по вопросу миграции? Проблема «понаехавших» существует только там, где есть «общественное пространство» – то есть ничьё. Улицы, парки, площади в обычных городах принадлежат государству. А значит чиновник решает, кто там ходит. И ему, честно говоря, плевать на ваш комфорт, пока это не угрожает его креслу. В итоге обычные люди бесятся, так как они не могут просто не пустить кого-то в свой двор. Единственный их рычаг – умолять Левиафана ввести визы и закрыть границы всей страны. Это как ампутировать ногу, чтобы вылечить мозоль – глупо, жестоко и неэффективно.
Как же решить данную проблему? Ответ, как всегда, кроется в частной собственности – это закрытые посёлки («gated communities»). Представьте: вы живёте не в «городе N», а в закрытом посёлке. У вас есть контракт. В контракте прописаны правила. Вы и ваши соседи – акционеры своего района. Вы нанимаете охрану. И случается чудо! Вы сами решаете, кто заходит на вашу территорию. Вам не нужно, чтобы государство ставило автоматчиков на границе страны. Вам достаточно одного вежливого охранника на КПП вашего поселка.
Это называется дискриминация, то самое страшное слово. Но в либертарианстве частная дискриминация (выбор, с кем общаться, а с кем нет) – это святое право собственника. И давайте посмотрим на некоторые мировые практики подобного.
В США это классика. Вспомните Флориду или Калифорнию. Огромные территории, управляемые HOA (ассоциациями домовладельцев). Это по сути мини-страны, основанные на контракте. В таких местах как The Villages (Флорида) уровень преступности стремится к нулю. Там нет «случайных» людей. При этом никто не запрещает нанимать садовников-иммигрантов. Просто они заходят работать, а не устанавливать свои порядки на детской площадке. Это симбиоз: рынок труда работает, а культурный код жителей защищён забором, а не федеральным законом.
Или вот Бразилия. В Сан-Паулу есть район Alphaville. Это буквально город в городе. Свои школы, свои офисы, свои дороги. Вокруг – высокий уровень уличной преступности, внутри – тишь да гладь. Жители этого района не требуют закрыть границы Бразилии, они просто закрыли границы своего квартала. И это безумно эффективно!
А что в России? Даже тут уже есть стихийный Анкапистан для богатых. Посмотрите на Подмосковье – коттеджные поселки «Миллениум Парк», «Агаларов Эстейт» или варианты попроще. Это и есть реализация либертарианской мечты в миниатюре (с поправкой на российские реалии, конечно).
Как в таких местах решается «миграционный вопрос»? Въезд только по пропускам, поэтому никакой «нежелательный элемент» просто так не зайдет посидеть на лавочке. При этом есть трудовая миграция, которая приветствуется. Жители с удовольствием нанимают мигрантов для стройки, уборки, ухода за газоном. Но они не избавлены от ответственности. Если рабочий, которого нанял сосед, начнёт буянить, его штрафует администрация посёлка, а рабочего выдворяет ЧОП. Быстро, без судов и следствия, чисто по условиям договора проживания.
И заметьте: жителям этих поселков абсолютно фиолетово на вещи типа введения новой миграционной политики на 2026-2030 годы, с биометрией и прочими средствами отслеживания мигрантов. У них свои правила, которые работают лучше. Они создали безопасную среду без необходимости сажать кого-то в тюрьму за отсутствие справки!
