    It's similar with #FasTrak lanes in SF Bay Area. The price of driving in the express lanes is adjusted so that traffic moves 40mph+; if it's slower, then the price increases so fewer cars drive in those lanes. Similarly in LA and San Diego. This is ok because you can instantly choose whether to drive in the slow lanes, or whether you're willing to pay to get there faster when you really need to; you are not stuck in a "class of people who will never get to be in the fast lanes".
