...ins Ausland zu ziehen ist es bei gleichen Staatseinkommen für die Finanzierung des Staatshaushalts nur möglich Arbeitseinkommen höher als Einkünfte aus Kapitalvermögen zu besteuern.

Nur durch international gültige Übereinkommen wie #BEPS bei denen dann zumindest auch alle großen Volkswirtschaften beteiligt sein müssen, lassen sich derartige Gesetzmäßigkeiten verändern.

Nationale Alleingänge, soweit durch EU-Recht nicht ausgeschlossen, sind somit praktisch...

Dass dadurch letztlich alle Staaten durch #Steuerdumping #Staatseinnahmen verlieren, hat man schon lange erkannt.
Deshalb wurde im Jahr 2013 der sog. #BEPS-Aktionsplan (1) bei der #OECD verabschiedet.

This is clearly in breach of anything being discussed under the #OECD's #BEPS guidelines (Base Erosion and Profit Shifting). Furthermore, it is so obvious. I do not know enough about the applicable incorporation into US #tax law of the corresponding year, though.

I need to disagree on this one. Having some rotten apples does not make all apples unhealthy for consumption.

If you look at other examples--BTW benchmarking inherently always looks for the *best* practices--for instance the results (before politicians watered them down) of the #IGPCC or the #OECD #BEPS initiative on taxes, you can see the excellent results that #scientists can produce...probably not in the domain of actually converting it into actionable policy...
