    I need to disagree on this one. Having some rotten apples does not make all apples unhealthy for consumption.

    If you look at other examples--BTW benchmarking inherently always looks for the *best* practices--for instance the results (before politicians watered them down) of the #IGPCC or the #OECD #BEPS initiative on taxes, you can see the excellent results that #scientists can produce...probably not in the domain of actually converting it into actionable policy...
