"We, the undersigned organizations and individuals, are deeply alarmed by the rapid militarization of artificial intelligence (AI) technologies. AI systems embedded into military kill chains are accelerating the speed and scale of military assaults in a manner that creates significant new risks for accountability in conflict and risks facilitating violations of international criminal, human rights, and humanitarian law.
We therefore call for tech companies and states to halt the provision of AI systems for use in the military kill chain and to take all steps to ensure that other AI systems they provide do not cause or contribute to violations of international humanitarian law (IHL) and international human rights law (IHRL). This includes the use of AI decision-support systems, including target generation systems, remote biometric surveillance, and multimodal AI models, including large language models (LLMs). AI-accelerated warfare is rapidly becoming a means of rubber-stamping killing at speed and at scale, and currently no technical or procedural fixes can effectively prevent the lethal and devastating consequences that stem from the fundamental challenges it poses to international law."

"Nearly a decade later, militaries haven’t yet developed fully autonomous lethal weapons. But these systems sit squarely in the center of a recent high-stakes battle between the US government and AI startup Anthropic. Anthropic is seeking to preserve two “red lines”: bans on domestic mass surveillance and on weapons that can identify, track, and kill targets with zero human involvement. Since the start of the year, it’s emerged as the only military AI contractor to place meaningful limits on what experts call one of the final frontiers of AI warfare.
But amid shifting alliances, lawsuits, and melodrama, it’s easy to lose sight of the larger context — that AI is, and long has been, deeply embedded in the military. Seventy years ago, a summer meeting between scientists in New Hampshire made the Department of Defense sit up and take notice of AI’s potential for war. Since then, its influence has grown exponentially every decade. In recent years in particular, AI has enabled more and faster killings than ever before.
Even Anthropic seems to think its red lines won’t hold for long. After all, history has proven otherwise.
The US military has backed AI development for decades, and in turn, AI has transformed warfare. In the 2000s, the technology became capable of parsing unprecedented amounts of data collected worldwide, creating a surveillance revolution. And the late 2010s saw the development of advanced facial recognition and other sophisticated machine vision systems."

"Keeping a human in the loop may not provide the safeguard people imagine, because the human cannot know the AI’s intention before it acts. Advanced AI systems do not simply execute instructions; they interpret them. If operators fail to define their objectives carefully enough—a highly likely scenario in high-pressure situations—the “black box” system could be doing exactly what it was told and still not acting as humans intended.
This “intention gap” between AI systems and human operators is precisely why we hesitate to deploy frontier black-box AI in civilian health care or air traffic control, and why its integration into the workplace remains fraught—yet we are rushing to deploy it on the battlefield.
To make matters worse, if one side in a conflict deploys fully autonomous weapons, which operate at machine speed and scale, the pressure to remain competitive would push the other side to rely on such weapons too. This means the use of increasingly autonomous—and opaque—AI decision-making in war is only likely to grow."

"These developments point to a deeper structural reality, that the US national growth model is increasingly organised around a triangular system between private credit financing, AI infrastructure, and military demand. The financial and real economic fragility of which the private credit liquidity crisis is a symptom, is intersecting and converging with AI in structurally significant ways. While disrupting the software services universe, AI is absorbing large sums of capital for investments in chip production, data centres and related infrastructure (including in requirements such as land, energy sources, cooling systems, and computing capacity). A significant share of that investment is being funded with credit from private credit vehicles. It is now emerging that the hype around AI, driven by the surging demand for high-end chips produced by ‘market-favourite’ Nvidia and newer entrants like AMD, is now being questioned by the lack-lustre returns from deployment of AI by downstream businesses. While some firms do record revenue growth from AI use or deployment, the investment needed is proving to be difficult to justify for many others. So, the demand and revenue growth projections implicit in the rising valuations of AI firms themselves increasingly appear to be driven by hype rather than reasoned, evidence-backed judgements."

"Militaries are not yet relying entirely on automated systems, but they are also not solely based on human operators, Feldstein said. And while AI systems for fully autonomous weapons — a red line for Anthropic – are yet to be developed, there’s a growing gap between deployment capabilities and governance, he said.
“Do we have the right rules in place and accountability norms to handle the exponential growing use of these tools? My answer would be no,” Feldstein said, pointing to Ukraine President Volodymyr Zelenskyy’s address at the United Nations in September on AI-powered weapons. Zelenskyy warned that AI had triggered the “most destructive arms race in human history,” and made a plea for urgent global rules on how AI can be used in weapons.
“Sadly, I’m not convinced other leaders have taken his warning to heart,” Feldstein said. “I think we are setting ourselves up for major problems in this arena in the coming years.”"
