The pretty much "not socialist" PRI built the Healthcare System in Mexico, mostly since the 1940's to the 70's, when the neoliberal period began.
Increasing the number of people with access to social health does little when the system is already underfunded. People need to wait up to 6 months for an appointment with an specialist. Morena has done little to reverse this situation.
