Food safety regulations put a limit on the amount of rat shit allowed in food. That amount is not zero.
Rats are clever and tenacious, and you will not be able to keep them out of your food stores entirely.
As a consumer I reluctantly accept having to eat some amount of rat shit, but I do expect you to make an effort to keep it out.
