Can someone explain who Dylan Mulvaney is outside of the Bud Lite "controversy?"

I know they are 26 years old and now Ted Criz is trying to say Bud Lite was pandering to a younger audience to buy beer.

At face value it just sounds like unwarranted retaliation and fascism but I'm not too familiar with who Mulvaney is or their audience.
