First known as 'monaka-no-tsuki' (もなかの月), it's likely that monaka originated at a sweet shop in Yoshiwara during the mid-Edo period.
Rice flour and water were first kneaded together...the dough was then steamed, rolled, cut into round shapes, baked and sprinkled with sugar.
