Drupal finally added a UI path to enable twig debugging, yay!
The settings of that form are not stored in config...
That form overrides services.yml settings...This got enabled on prod and there seems to be no way to prevent someone from doing that if they have the permission to use that form.
CSS Aggregation is easier to lock down than twig debug...
