@bob On truly open Web search, the following seem useful:
- A standard site-indexing protocol for sites to serve their own indices.
- An auditing mechanism to discourage index-stuffing.
- An index-distribution mechanism. Something similar to DNS or #Squid #WebProxy #CacheAndForward mechanisms, say.
- A provenance trace aspect (source vs. copy).
- A #reputation component. Actually, several of these are likely useful, some automated similar to PageRank, some manual like various DNSBLs, with local / shared tweaks available.
