Loose in name only
Context: The manager has read the books. Set clear objectives at the top, give teams the freedom to choose their methods in the middle, then measure the outcomes at the end. Tight on what and why, loose on how. It is presented as the best of both worlds: direction without micromanagement, freedom without chaos. Teams are told they now own execution. And yet the experience on the ground is curiously familiar. The objectives are set by people who do not do the work. The metrics that define success were chosen elsewhere. The implicit rules about what counts as an acceptable method are never written down but everyone learns them quickly. When teams choose paths that fall outside those unwritten rules, there is gentle correction. The loose middle turns out to be a corridor, not a field. The freedom is real, within boundaries that nobody negotiated.
OST explains: Tight–loose–tight is one of the most sophisticated defence mechanisms DP1 has produced. It lets leadership keep all the real authority over what counts as success, what directions are open, and how performance is evaluated, while genuinely believing they have devolved control. Freedom to choose the method, when someone else sets the objective and judges the result, is not self-management. It is delegated execution. Fred Emery wrote favourably about management by objectives, but only as a way for self-managing groups at different levels of a DP2 organisation to negotiate goals between equals. Lifted out of that context and applied to a hierarchy, MBO becomes a way for DP1 to borrow DP2's vocabulary. The pattern repeats under other names: empowerment, agile transformation, the rebranded OKR: the appearance of autonomy arranged so that nothing structural has to change. Freedom without authority over goals is not freedom. It is instrumented compliance with extra steps.

Why did Gideon get the sunglasses??
"How / where from" has a straightforward answer: same place as the dirty magazines. On some of the inner planets Dominicus may still shine bright enough that sunglasses make sense and are manufactured, but on the Ninth? Out on Pluto? Maybe she just saw them in those same magazines, and thought they looked cool. Nav is a simple soul.
A Doylist explanation is that Muir needed them at the end of Harrow to hide Gideon's eyes out of Harrow's face (and Pyrra's out of G1deon's)
