La SIP otorgará el Gran Premio Chapultepec 2026 a la Sala Constitucional de Costa Rica por su defensa de la libertad de prensa, el pluralismo informativo y el derecho ciudadano a recibir información independiente.

La Sociedad Interamericana de Prensa (SIP) otorgará el Gran Premio Chapultepec 2026 a la Sala Constitucional de la Corte Suprema de Justicia de Costa Rica (Sala IV), en reconocimiento a su defensa de la libertad de expresión, la libertad de prensa y el derecho ciudadano a recibir información plural e independiente.
La organización periodística consideró que diversos fallos emitidos por la Sala IV en los últimos años fortalecieron las garantías para ejercer el periodismo y consolidaron una jurisprudencia de referencia en materia de libertad de expresión en las Américas.
La distinción será entregada durante la 82ª Asamblea General de la SIP, que se realizará del 22 al 25 de octubre de 2026 en Bogotá, Colombia. El encuentro reunirá a representantes de medios y organizaciones periodísticas del continente.
¿Por qué la Sala Constitucional recibirá el Gran Premio Chapultepec?
La SIP tomó en cuenta resoluciones de la Sala IV que protegieron a periodistas frente a actos de hostigamiento y restricciones impuestas por autoridades gubernamentales durante conferencias de prensa.
También valoró una sentencia mediante la cual el tribunal constitucional anuló el proceso concursal para asignar frecuencias de radio y televisión, al considerar que el mecanismo comprometía el pluralismo informativo y el interés público.
La resolución corresponde a la sentencia 2026-007626, emitida el 27 de febrero de 2026. La Superintendencia de Telecomunicaciones (Sutel) confirmó que la decisión dejó sin efecto el proceso para otorgar concesiones del espectro radioeléctrico destinadas a servicios de radiodifusión sonora en AM, FM y televisión abierta.
El tribunal había analizado cuestionamientos relacionados con los criterios establecidos para la adjudicación de frecuencias y con el riesgo de favorecer la concentración del espectro en grandes operadores, en detrimento de medios pequeños, comunitarios, religiosos y regionales.
SIP reconoce independencia judicial y libertad de prensa
El presidente de la SIP, Pierre Manigault, señaló que las decisiones de la Sala Constitucional representan un ejemplo del papel que puede desempeñar una justicia independiente en la protección de la libertad de prensa y del derecho de la ciudadanía a mantenerse informada.
Manigault sostuvo que la jurisprudencia del tribunal costarricense confirma la relación entre la protección de las libertades informativas, el Estado de Derecho y la democracia.
La SIP también tomó en cuenta otros precedentes de la Sala IV en los que se rechazaron mecanismos de presión indirecta contra medios de comunicación y se reafirmó la obligación de las instituciones públicas de respetar el libre flujo de información.
Para la organización, el reconocimiento adquiere especial relevancia ante las presiones que enfrenta la libertad de prensa en distintos países de América. La independencia judicial y la capacidad de los tribunales para garantizar derechos fundamentales constituyen, en ese contexto, elementos centrales para preservar las garantías democráticas.
Premio se entregará en Bogotá
La ceremonia del Gran Premio Chapultepec 2026 se realizará durante la Asamblea General de la SIP en Bogotá, Colombia, del 22 al 25 de octubre.
La SIP informó que su 82ª Asamblea General contará con una agenda dedicada a los principales desafíos del periodismo y los medios de comunicación en las Américas. La organización reúne a más de mil 300 publicaciones del hemisferio occidental y tiene su sede en Miami, Florida.
El Gran Premio Chapultepec reconoce a personas e instituciones que realizan aportaciones significativas a favor de la libertad de prensa y de expresión.
Entre quienes han recibido anteriormente la distinción figuran el Comité para la Protección de Periodistas (CPJ), Martin Baron, exdirector ejecutivo de The Washington Post; el Reporters Committee for Freedom of the Press; Alberto Ibargüen, expresidente y CEO de la Fundación Knight; la jurista colombiana Catalina Botero; el escritor y Nobel Mario Vargas Llosa; el defensor de derechos humanos José Miguel Vivanco y la Corte Interamericana de Derechos Humanos. –sn–

Of all the weirdo decisions taken in the #telecoms industry, I can't fathom the logic behind #Telcel blocking access to #VoWifi from #Starlink terminals.
In rural #Mexico there has been a massive uptake of starlink, such that in areas where there is a lack of direct mobile coverage from #2G, #3G, or #LTE towers, the most likely alternative is going to be a starlink.
So why then deny access to service for those customers connected in this way? After all, VoWifi calls are charged at the same rates as those routed over the mobile RAN (even as they don't actually use any resources on it)
Usually, #MNOs (#Mobile #Network #Operators) are blocking access to their #IMS over IP from outside the home country - in order, we presume to not have customers avoid the industry's outlandish "#roaming" charges. (there are some notable exceptions)
But in the case of Starlink, (as far as I can make out) - all the terminals in a national territory are routed via the ground station in that country. - I sort of understood this may be a requirement for operation?
So why not add starlink's #Mexican IPs to a whitelist for telcels?
Of course... we could all have been doing something else since long ago; #VoIP is a thing, VoWifi is just glorified VoIP, just as IMS is a glorified #SIP server.
But then there would not be so much #control...

@bloor As a reasonably technical person helping walk others through this process:
Communications from legacy landline providers regarding service termination has been ... abysmally poor and inconsistent. Deadlines are neither clearly nor consistently communicated.
There Is A Place for a location-oriented phone service rather than personal mobile devices.
Phone spam is a massive problem in many places, though also very inconsistent. Those who are not presently experiencing the scourge 1) count your blessings and 2) just wait. Full VOIP seems to offer better controls for this than mobile comms.
Drop-in alternatives for landlines are ... not clear. I've come across ATAs, though in truth I'd probably prefer to upgrade at least some of the handsets.
As a Market Of One, what I'd very much like is a great deal of control and insight over incoming traffic. Some sort of VOIP server (I'm familiar with Asterisk, would be interested in others), and the ability to manage incoming calls (flat rejection, challenge, direct-to-voicemail, ring specific extensions, forward to mobile), offer SIP on mobile (outside the Android/iOS duopoly) ... and log and report/review activity and errors. Oh, and Because Reasons, intercept and play a Long Litany of Crimes to any incoming calls from specific bad-actor telcos, urging their customers to go elsewhere.
Oh: I've heard of issues with VOIP security and hijacking accounts for spam. Would like to avoid that.

I've been arguing for a while that we're on the verge of the Death of Telephony. HN discussion yesterday of France's telemarketing ban had many people commenting that they've largely abandoned not only landlines, but PSTN voice comms, generally for proprietary apps (Whatsapp, Zoom, etc.). I made the mistake of buying a Panasonic KX-TGP600 as what I thought was a generic base station, but it's hugely incompatible and I had to then obtain a handset to go with it to make any use at all. It works, but only with that one handset, which defeats the purpose. What recommendations do people have for an inexpensive multi-handset #SIP/#DECT base station for domestic use?

В рамках проекта для заказчика требовалось доработать сценарий работы колл-центра: связать телефонию на Asterisk с операторским интерфейсом, где рядом со звонком доступны данные клиента, заказы, статусы и действия управления. Для этого в 2022 году была реализована собственная прослойка поверх Asterisk: backend на Python/Django, обработка событий через Django Channels, WebSocket для передачи изменений в интерфейс и frontend на Vue. I didn't get my 'phone game working (migrating from web integration through Jambonz to self-managed SIP at short notice didn't pan out), but I am still working on it. If the service is still up and running when I get it finalised, I will put it live.
