  4. Just been listening to people on a Podcast claiming that the UK government can't effectively tax multinationals because #ProfitShifting. This is bogus.

    Profit Shifting is blatantly tax evasion, so prosecute it as tax evasion; maximum penalty is life imprisonment. If the law needs tightened to make it clear that it's tax evasion, that would be a popular change.
