@ATLpaul Based on my experience with #MORPC's #MTP process, it's very rare for an MTP to include any project until the project has already entered some form of planning. If the rail operator isn't actively working on a 10% or 30% plan, the projects won't be included in the MTP — even if "everyone knows" that the project will happen in a decade, it won't get listed.
"Specific action plan" means _specific_, and "This operator will build a train route from A to B" isn't specific enough.
