An old friend of mine -- it'll be fifty years next fall -- lives in an illegal rental in Oakland, California. It's illegal in the sense that it was never registered with the Oakland rental board. His original landlords sold the property to a flipper a few months ago and the new owners have been trying to get my friend to move out.
They started by offering him cash for keys a few months ago, but two different lawyers advised him not to take the deal because it came with onerous conditions (that I can't remember right now) so he didn't take it. Then they progressed to yelling at him and calling him names.
A couple weeks ago they escalated to smashing out his car windows and a few of the apartment windows. They also spraypainted the word "PEDO" on an exterior wall. The cops, doing their job by protecting the landlord, refused to do anything because there's putatively no proof that the landlord had it done. They also told him to remove his personal belongings from the bathroom and the kitchen because they were going to start demolition, they said.
Then last night they escalated again. At around 2 am he was working at the computer when someone smashed both the windows near his desk and sprayed pepper spray through the holes. They also smashed out all his car windows again, sprayed his front door with pepper spray, and painted "PEDO" on the side of his car. S again the cops, who were apparently personally sympathetic, still said they couldn't do anything. One of the cops advised him to file a civil suit pro se.
He's physically unharmed and is talking to lawyers and doesn't feel like giving in yet, but of course he's worried, especially given last year's murder of a tenant by a landlord who wanted the property vacant to increase the sale value. If you follow me chances are good that you already understand the intrinsic scumminess of landlords, and I do too, but it's still surprising and shocking to see the lengths they'll go to to collect money they are absolutely convinced is theirs by right.

Zoning laws do function like this -- they increase car dependence. But that's not all they do. Laws are tools, and tools only very rarely have just one capability. Tools created to solve one problem are often repurposed to solve many others. For instance, hammers were invented hundreds of thousands of years before nails, but now driving nails is a common use of hammers.
Laws are different from hammers in at least one important sense. Almost everyone who has a problem that a hammer can solve has access to hammers and the ability to use them. Laws, on the other hand, can only be created and can only be used by a very small group of people -- the ruling class. [1]
So as in this article, the ruling class uses zoning to increase car dependence because they make money from it in a variety of ways -- car sales, gasoline sales, oil, etc. But car dependence serves other purposes -- it makes people easier to track, to control, etc
And increasing car dependence is not the only ruling class solution provided by zoning. Zoning laws prevent people from running businesses out of their homes, increasing the likelihood that they'll have to work for wages -- without wage laborers capitalism would collapse. Zoning laws also prevent tenants from sharing rentals to the full extent possible, so more rental units get rented. Without a steady supply of tenants the landlord business -- quintessential capitalism -- would collapse.
Zoning laws also allow local governments to take houses away from their putative owners -- can't afford to fix your fences, keep your lawn mowed, keep your house painted, etc, and the city will fine you until you comply. Can't afford to pay? They'll take your house. Eventually it gets sold to someone else and both the city and your mortgage holder make money.
I'm sure that many of these uses weren't foreseeable when modern zoning was invented, but as I said, tools are continually repurposed to solve new problems. Since effectively only the ruling class is able to create laws and to use them effectively they get repurposed for their benefit.
Attributing purposes to tools rather than to those who wield them is a common fallacy, and it leads to serious analytic errors. When people say that the purpose e.g. of police is to protect people and that we just need to get them back to this original use -- in other words advocating for reform -- they're falling into this trap. Look at the capabilities of police, remember that those capabilities can be directed in many ways and only the ruling class is able to decide how the police are used, and it becomes clear that reform is a pipe dream.

[1] Sometimes people who aren't in the ruling class manage to use laws to their advantage, but these are edge cases. Not only that, but the very possibility of non-rulers using laws serves as one of capitalism's many safety valves. When it does happen it relieves pressure from below and capitalism lives another day. Such cases are also examples of the ruling class using the laws

Elected officials should work for their constituents, not use their government offices to hand out favors to a well-connected few. Adams escaped prosecution on charges of bribery and fraud only after he sold out New York City in a sweetheart deal with the Trump administration. As governor, Cuomo handed control of the state Senate to Republicans in a sham backroom deal. He also vowed to clean up Albany with an anticorruption commission, but when that commission began investigating one of Cuomo’s buddies, Cuomo shut down the entire panel.

"Take the cost of housing. Mamdani has plans to build 200,000 new affordable units over the next 10 years, he intends to freeze the rent for units controlled by the city, and he is committed to cutting the red tape that drives up costs for home owners. Mamdani also has the courage to write plans — including #RentControl — that crack down on the city’s worst #landlords and push back against billionaire real estate #moguls. It’s no surprise then that this month, the CEO of a New York-based #RealEstate investment trust held a $2,000-a-ticket fundraiser for Adams to stop Mamdani.
"After housing, the biggest squeeze on New York families is the cost of child care. In the wealthiest city on Earth, access to affordable, high-quality child care and early #education should be automatic. Mamdani’s plan for no-cost child care would make #ChildCare a right, not a privilege reserved for the rich.
"Let’s do one more. Mamdani has a bold, detailed plan for protecting consumers and cracking down on the companies that try to cheat them. As mayor he would work to ban hidden fees, crack down on #scammers, and end secret corporate handouts. When working people are getting gouged by giant companies, Mamdani is on their side.
"Mamdani has charged ahead with plans to make New York more affordable, and he’s showing how to pay for it by taxing the ultra-rich and giant corporations. That may not make him popular with the richest New Yorkers, but he’s willing to let Adams and Cuomo suck up to those guys. Mamdani is fighting to make New York work for working people."

Thanks for t stories. It really is #grift all the way down. We think a #UBI based on % of national income is better than #grants.Adjusted slightly for age, importance of #agricultural regions. Should probably go up and down slightly like waves on a beach, to make it impossible for #landlords to engineer #rents targetted at it. Literally each year, waves are televised and used to set the payments.
