  1. UPDATE: Participants in #WTO #InvestmentFacilitation talks have given up hope of persuading the rest of the membership to join them.

Instead, they will now urge non-participants not to block adding the “plurilateral” text to the WTO rule-book (Annex 4).

The text is agreed, and is going through legal scrubbing.

  2. More⬇️ on the #WTO #InvestmentFacilitation agreement and the tough challenge the 116 participants now face in turning it into a legally-established WTO agreement, either plurilateral (some members) or multilateral (all members)

  3. An interesting piece by Pradeep S Mehata of CUTS International (Consumer Unity & Trust Society) arguing that India should join the #InvestmentFacilitation talks—actually an agreement now—which are “plurilateral”, ie, involving only some #WTO members.

India is reluctant because it considers investment to be outside the mandate of the #WTO. It opposes plurilateral deals in principle.

Mehta argues that the agreement matches India’s policies for investment

  4. Two little questions for #WTO-addicts during the summer break

    1. Did you know that two similar neighbours, Côte d’Ivoire and Ghana, apply different versions of the WTO’s intellectual property agreement?

    2. Did you know that since the #WTO was created in 1995, no new agreement or amendment has ever been fully ratified?

This could create problems in the future, even if consensus agreement can be reached in the first place: #InvestmentFacilitation, #WTOReform and more.

  5. It’s time to pay attention to #WTO external transparency.

Thankfully some members have proposals to make documents less secret: Australia, Brazil, Colombia, Costa Rica Canada, EU, New Zealand, Norway, CH, Taiwan, UK, US.

The new proposal on derestricting #WTO documents comes as governments seek to improve dialogues with stakeholders on trade rules and their wider impact.

But if the information is secret, dialogue is handicapped.

    One example: #InvestmentFacilitation

  6. UPDATE: The #WTO website has now published news on participants completing the text on #InvestmentFacilitation for Development, mainly a statement from WTO chief Ngozi Okonjo-Iweala.

More details are in a paper from the coordinators linked in the story:

As a result, I’ve corrected and updated the blog on what the agreement would do, and the struggles the 114 participants face with the rest of the membership.
