The Independent #HS2 Commissioner’s second report outlines updates on the role, project progress and complaints handling. Following Parliamentary and Health Service Ombudsman findings on a previous case, new Terms of Reference have been introduced to clarify the Commissioner’s remit and complaints process. The report highlights the Government’s HS2 reset, with revised costs, delivery plans and opening dates, while noting concerns about longer construction impacts, land disposal and support for affected communities. Between April 2025 and March 2026, HS2 received more than 29,000 enquiries and 1,405 complaints, most resolved within target times. The Commissioner calls for measures of customer satisfaction alongside response times, continues to review complaints and small claims, and encourages greater use of alternative dispute resolution to speed up settlements and reduce conflict.
