Magazines/anthologies which say they will only publish vegan stories, stories in which animals are not hunted or eaten, stories which permit no animal-based products like furs and leathers, pretty much guarantee that people from certain cultures cannot share stories from those cultures in this medium. That's the prerogative of the publisher, but they should be aware that they are excluding a lot of Indigenous authors from telling stories from their own culture.
