This is interesting and really worrying so thoughts should go out to those in that region. Given it costs money to put defenses / mitigations in place, local authorities are expected to act, but if it looks like they are putting a lot in place and nothing much happens they wil accuse them of wasting taxpayers money, if on the other hand they put less in place in the hope it won't be as bad, and the area floods they get accused of negligence, they can't win.
