Having been a judge of the United States Court of Appeals for the District of Columbia Circuit, Clarence Thomas must have been familiar with the ethics rules, that apply to judges.
He can't seriously tell anyone, that SCOTUS justices are entitled to disregard & disrespect ethics in public office.
