I get the sense weapons mastery initially arose from partly from fighter players wanting some simple choice to customize or set their characters apart, after seeing all the special spells and abilities that other classes get to choose from.

And wanting a little more oomph, since other classes seem to have things that give them more combat effectiveness in one way or another.
