Wo bleibt die UNO?

Die Delegationen der USA und des Iran sind aus Pakistan ohne greifbare Ergebnisse abgereist. Droht nun die nächste Eskalationstufe im Irankrieg der USA und Israels? Experten halten das nicht für ausgeschlossen – immerhin gibt es Hoffnung, dass beide Seiten nun die Erkenntnisse aus den Treffen analysieren und auswerten. Historisch gesehen hat es eine solche Verhandlungsrunde in der Neuzeit nicht gegeben: Völkerrechtswidriger Angreifer, der einen Teil der  Staatsspitze eines menschenrechtsverletzenden Terrorregimes getötet hat, trifft auf die neuen Handlungsbevollmächtigten des weiter herrschenden Regimes.

Oder populär ausgedrückt: politischer Abschaum, der sich selbst überschätzt hat, trifft auf politischen Abschaum, der als Regime überlebt hat, und frech auch noch  Forderungen stellt.  Im schlimmsten Fall wird Donald Trump, dem die 14-tägige Kampfpause Zeit zum Denken gebracht hat, wieder ein Ultimatum stellen, das der Iran verstreichen lässt. Und danach weitermachen. Das bedeutet Bodentruppen und eine Eskalation, die er sich innenpolitisch nicht leisten kann. Also ist es wahrscheinlicher, dass man in Washington oder Mar-a-Lago eine für ihn gesichtswahrende Lösung suchen wird.  Oder er macht wahr, was er heute schon wieder angekündigt hat, den Iran “an einem Tag” zu vernichten. Wir wissen bisher nicht, was der Großsprech im Präsidentenamt mit dem “besten und letzten” Vorschlag gemeint hat, den er den Mullahs angeblich hat unterbreiten lassen. Die Zeit der UNO, jetzt für einen für alle Seiten eleganten Vorschlag zu sorgen, ist jetzt gekommen. Denn dieser Krieg betrifft längst eine Mehrheit der Staaten der Vereinten Nationen.

Ein klassischer Zeitpunkt der UNO

Beide Seiten, vor allem aber die US-amerikanische,  sind offensichtlich vom Verlauf des Konflikts überrascht worden. Der Iran hat zwar wesentliche Repräsentanten des Regimes verloren, aber bekanntlich ist in einem funktionierenden (Terror-)System jeder ersetzbar. Allerdings ist unklar, wie fest die neuen Vertreter in Pakistan – Parlamentspräsident und die Unterhändler – wirklich im Sattel sitzen. Trump wiederum  – und mehr noch sein möchtegern-Nachfolger Vance – stehen erheblich innenpolitisch unter Druck, diesen Krieg zu beenden und damit Energiekrise, die Inflation und die Zickzackkurse an der Börse zu beenden. Nicht nur der Westen hat aber ein Interesse daran, dass die Straße von Hormus offen und befahrbar bleibt. Sowohl die Golfstaaten, die diesen Weg ökonomisch existenziell brauchen, als auch China und der gesamte ferne Osten können kein Interesse daran haben, dass der Iran sich in Zukunft praktisch als wegelagerndes Regime betätigt und mit willkürlichen Gebühren und Übergriffen, wie es derzeit geschieht, nach Gusto Schiffe passieren zu lassen oder zu bedrohen. Wenn Trump nun ankündigt, seinerseits dafür zu sorgen, dass auch er  keine Schiffe mehr die Straße von Hormus passieren lassen will, ist dies eine erneute, gefährliche Eskalation.

Guterres muss jetzt handeln

Der UN-Generalsekretät António Guterres  muss jetzt versuchen, die Situation zu entschärfen, indem die UNO Kontakt sowohl mit den Verhandlern in Pakistan als auch mit den von der blockierten Straße von Hormus betroffenen Staaten Kontakt aufnimmt und auf eine Sitzung der Vollversammlung hinarbeitet. Er könnte der Versammlung eine Resolution unterbreiten, die vorschlägt, die Kontrolle über die Straße von Hormus im Rahmen einer Pufferzone zu entmilitarisieren und unter Kontrolle der UN-Truppen zu stellen, die übernehmen und hierfür ein Mandat erhalten. Pakistan, China, Indien, Japan, der gesamte ferne Osten, die Golfstaaten sowieso, sowie die Mehrheit der afrikanischen Staaten, die auf Düngemittelexporte angewiesen sind, sowie Australien und Neuseeland, deren fossile Energieimporte auch betroffen sind, müssen ein Interesse an dieser Lösung haben. Die EU und Europa könnten eine entsprechende Initiative ergreifen.  Nur so wird eine ausufernde weltwirtschaftliche Krise, an der allenfalls Trump und Putin persönlich ein Interesse haben können, vermieden werden. Es wäre auch insofern eine interessante internationale Machtprobe, als auf diesem Weg ncht nur mehr Sicherheit für alle geschaffen werden könnte.

Das Stündchen trumpschen Windeis “Friedensrat” hat geschlagen

Die UNO muss in dieser Situation ihre angestammte Rolle wieder übernehmen. Denn nur so kann eine Mehrheit aller interessierten, aber nicht in den Krieg  involvierten Staaten der Erde verlässliche Bedingungen trotz waffenstarrender Kriegsparteien schaffen. Die Bundesregierung sollte den Mut dazu haben, jetzt eine Initiative auf diplomatischen Kanälen gemeinsam mit der EU anzugehen. Es wäre im übrigen eine Möglichkeit, im Rahmen einer multipolaren Weltpolitik von Seiten der Mittelmächte und kleinen Staaten den “Platzhirschen” Trump und Putin zu zeigen, dass der Rest der Welt keine wehrlosen Opfer sind.  Nebenbei würde eine solche Initiative beweisen, dass Trumps “Friedensrat”, der  schon aufgrund seiner Zusammensetzung ungeeignet ist, eine Lösung den Konflikts auch nur anzudenken, von der Weltgemeinschaft de facto als lächerlich entlarvt und damit in die Tonne getreten würde. Es ist jetzt die Diplomatie, die Donald Trump einhegen kann, nicht zuletzt, weil er sie nicht kann und nicht versteht.
