    Diamond Open Access durch Finanzierungskonsortien: Worum geht es?

    Vor dem Hintergrund der steigenden Kosten durch die Transformationsverträge engagiert sich die TUB verstärkt für alternative Finanzierungsmodelle im Bereich des Open-Access-Publizierens. Dazu gehört auch die Beteiligung an nachhaltigen Förderstrukturen für fachlich renommierte Diamond-Open-Access-Journals und -Buchreihen im Rahmen von Konsortien (= Finanzierungsgemeinschaften).

    Finanzierungskonsortien führen Einzelbeiträge von Bibliotheken und Informationseinrichtungen zusammen, um die Betriebskosten der Redaktionen über festgelegte Zeiträume sicherzustellen. Sie stärken die freie Zugänglichkeit von Forschungsergebnissen ohne Gebühren für Autor*innen und Leser*innen, und damit auch die Unabhängigkeit der Forschung von kommerziellen Interessen.[1] (Siehe auch: “Open-Access-Glossar” > “Diamond Open Access”.) Teilnehmende Zeitschriften und Buchreihen müssen neben ihrer fachlichen Bedeutung rechtliche, technische, finanzielle und redaktionelle Mindeststandards erfüllen, die in eigenen Kriterienkatalogen[2] festgehalten sind.

    Anbahnung, Vertragsschluss und Handling dieser Finanzierungskonsortien werden von Konsortialstellen an größeren Informationsinfrastruktur-Einrichtungen übernommen. Da diese Einrichtungen zentrale Aufgaben für bestimmte Fachdisziplinen wahrnehmen, sind auch die an ihnen angesiedelten Konsortien zumeist auf Gebiete spezialisiert, die dem Versorgungsauftrag der Trägereinrichtung entsprechen. Beispiele sind:

    Aufgrund der Unterstützung seitens der TUHH-Forschung hat sich die TUB in diesem Jahr zur Förderung des Journals „Quantum“ im KOALA-Modell entschlossen. 

    KOALA-Konsortialdienst an der TIB

    Wie arbeiten Diamond-Open-Access-Konsortialstellen?

    Konsortialstellen betreiben den Aufbau und das Handling von Finanzierungskonsortien als eigenständige Services, ob im Kontext von Pilotprojekten oder als Regeldienst. Bei der Übernahme der entsprechenden Aufgaben können die jeweiligen Einrichtungen häufig an mehrjährige Routine im „klassischen“ Konsortialgeschäft, d. h. als Verhandlungsführerinnen für Bibliothekskonsortien im Subskriptionsbereich (=Closed Access)[3] anknüpfen. Konkret umfasst die Organisation von Diamond-Open-Access-Konsortien folgende Tätigkeiten:

    Anbahnung:

    • Ermittlung von fachlich renommierten Zeitschriften und/oder Buchreihen, ggf. auf Grundlage einer Evaluation durch den hauseigenen wissenschaftlichen Dienst
    • Durchführung von Sondierungsgesprächen mit infrage kommenden Herausgeber*innen, Redaktionen oder Verlagen
      • infolge eines Akquiseversuchs oder
      • infolge einer Finanzierungsanfrage seitens des Publikationsdienstleisters
    • Prüfung der Mindeststandards
    • Ermittlung der Finanzierungsbedarfe und Projektion der Betriebskosten
    • Übermittlung eines Teilnahmeangebots

    Bündelung:

    • Zusammenstellung der Zeitschriften und/oder Buchreihen zu fachlichen Bündeln
    • Anfertigung von Produktinformationsblättern mit Preisstaffelung

    Vertragsschluss:

    • Beiderseitige Unterzeichnung Kooperationsverträge zwischen den Publikationsdienstleistern und der Konsortialstelle

    Teilnahmeumfrage:

    • Durchführung einer Teilnahmeumfrage für Finanzierungsbeteiligungen („Pledging“) an alle wissenschaftlichen Bibliotheken und Informationsinfrastruktureinrichtungen für eine feste Laufzeit, unterstützt durch Werbemaßnahmen
    • Bei Ende der Laufzeit Feststellung, ob die Finanzierungsziele erreicht sind und entsprechende Konsortien zustande kommen

    Finanzierungsjahr(e):

    • Sicherstellung, dass die Teilnahmeverträge durch die teilnehmenden Bibliotheken unterzeichnet sind
    • Einholung und Prüfung von Rechnungen seitens der Publikationsdienstleister zu Anfang eines Finanzierungsjahres
    • Einholung und Prüfung von detaillierten Verwendungsnachweisen seitens der Publikationsdienstleister zu Anfang des jeweiligen Folgejahres

    Insbesondere während der Anbahnung eines neuen Konsortiums stehen Konsortialstellen vor der Herausforderung, ein attraktives Angebotspaket zu schnüren. Einerseits bedeutet das, eine oder mehrere fachlich renommierte (ggf. auch in messbaren Kennzahlen performante) Zeitschriften für die Teilnahme an der Finanzierungsumfrage zu gewinnen; andererseits darf das angestrebte Finanzierungsvolumen nicht zu einer Preisstruktur führen, die die Teilnahme für die umworbenen Bibliotheken und Informationseinrichtungen unattraktiv erscheinen lässt. In der Regel hängen die zu erbringenden Beiträge von der Größe der Einrichtung und von der Zahl der teilnehmenden Einrichtungen ab.

    Stärken und Schwächen von Diamond-Open-Access-Konsortien

    Neben ihrer wissenschaftsfreundlichen Stoßrichtung bieten Diamond-Open-Access-Konsortien den großen Vorteil voller Kostentransparenz, da das jeweilige Finanzierungsziel allein auf die Betriebs- bzw. Herstellungskosten ausgerichtet ist, nicht auf darüberhinausgehende Profite. Hinzu kommt, dass das für die jeweils vereinbarten Fristen gültige Finanzierungsziel (Beispiel KOALA: 3 Jahre, Beispiel OLEcon: 1 Jahr) relative Planungssicherheit sowohl für die „nehmenden“ Publikationsdienstleister als auch für die „gebenden“ Bibliotheken bedeutet. Überdies sind Verlängerungen durch das Aufsetzen neuer Konsortien dezidiert beabsichtigt.

    Allerdings können die Betriebskosten bei publikationsstarken Journals hoch ausfallen, gerade in Zeiten inflationsbedingter Kostensteigerungen. Mitunter bleibt besonders in diesen Fällen die Höhe der Finanzierungszusagen hinter dem Finanzierungsziel zurück, sodass das Konsortium scheitert und die im Bündel enthaltenen Journals auf andere Finanzierungsquellen wie beispielsweise Autor*innengebühren zurückgreifen müssen. Eine weitere Schwäche dieser Form von Finanzierungskonsortien besteht darin, dass sie für erfolgreiche gewinnorientierte Gold-Open-Access-Journals oftmals unattraktiv sind, deren Einnahmen durch Autor*innengebühren weit höher sind als die eigentlichen Betriebskosten.

    Auch, wenn derartige Konsortialangebote momentan eher die Ausnahme als die Regel bilden, herrscht in der Bibliothekslandschaft große Zuversicht, dass sich das Modell der Diamond-Open-Access-Finanzierungskonsortien weiter etablieren wird.[4] Dafür spricht auch, dass sich die allgemeinen wissenschaftspolitischen Rahmenbedingungen für die Weiter- und Nachnutzung sowie für die Weiterentwicklung solcher Modelle verbessert haben.[5]

    Heute ist #ILoveFS Day - ein Tag, um Anerkennung und Liebe für #freieSoftware und all die Menschen, die sie möglich machen, auszudrücken (jeder weitere Tag ist dafür auch gut).

    Ich freue mich, an einer Einrichtung zu arbeiten, die hohen Wert auf freie Software legt und aktiv dazu beiträgt, entwickelte Software zugänglich zu machen und zu bestehenden freien Softwareprojekten beizutragen. Danke, @tibhannover und so viele engagierte Kolleg*innen.
