There's a term for it:
'The coinage sovereignty of the state is a second source of power from which the state can directly cover its money requirement. Nobody contests the state's right to mint coins or to issue treasury notes, indeed beyond that the state has, by virtue of its sovereignty, produced money from every possible source.
