One says to chiefs that Canada's action plan to implement the United Nations Declaration on the Rights of Indigenous Peoples is just about process and lacks substance.
The other one tells chiefs the action plan is about process, with key next steps that will identify and strip away layers of colonialism.

On June 21, while Indigenous peoples were celebrating their culture and their identity, Canada was announcing a plan to put into action its response to the United Nations Declaration on the Rights of Indigenous Peoples.
UNDRIP includes the right of free, prior and informed consent on issues affecting Indigenous nations.
Seems ironic, given the fact that treaty rights holders say they haven’t been directly consulted on the plan.
