Le rapport Zuin : un rapport assaZuin contre le service public

Le gouvernement a dévoilé les propositions d’économie d'un groupe composé d’"expert·e·s" issu·e·s des hautes sphères. Déconnecté du terrain, ce groupe n'a consulté que des hauts cadres et reprend les recettes de la droite. Le rapport s'appuie sur les budgets plutôt que sur les comptes du canton afin de dramatiser la situation financière. Il passe sous silence les importants excédents des dernières années. L’attractivité économique n'est évoquée que pour qualifier les recettes fiscales des entreprises de “volatiles”. Pourtant, si la BCGE pourrait verser 30 millions supplémentaires, comme le suggère le rapport, pourquoi les autres acteurs financiers ne seraient-ils pas également mis a contribution ?

Une régression sociale annoncée

Le rapport propose une cure d’austérité massive contre la fonction publique et les prestations sociales. Il prévoit une augmentation du temps de travail du personnel a 41,5h hebdomadaire, des suppressions de postes administratifs et une déqualification progressive dans le secteur de la santé, avec le remplacement d’infirmièr·e·s par du personnel moins qualifié, sans revalorisation salariale. Il encourage I'externalisation de taches vers le privé, facilite les licenciements et ouvre la voie a des baisses de salaire en cas de reclassement. Les populations les plus précaires seraient directement touchées. Le texte prévoit un
durcissement de l'aide sociale et une réduction des prestations complémentaires. Les résident·e·s d'EMS ainsi que les bénéficiaires de I'MAD devraient payer plus, tandis que les conditions d'accueil se dégraderaient avec davantage de chambres doubles.

La jeunesse serait aussi visée : suppression de la gratuité des abonnements TPG, hausse des tarifs des transports publics, classes plus chargées au Cycle d'orientation et augmentation des taxes universitaires. Enfin, le domaine de la santé subirait un rationnement des séjours hospitaliers ainsi que des coupes importantes dans les budgets des HUG et de I'IMAD.

Présenté au nom de “l'efficience”, ce programme ferait reculer le canton plusieurs décennies en arrière. Il s'agit d'un plan d’austérité brutal, alors même que, durant les cinq dernières années, le canton a accumulé d'énormes excédents budgétaires. Ahurissant !

Lutter sur la durée

Face a cette politique de démantèlement, une mobilisation durable de l'ensemble des forces syndicales et des associations d'usagèr·e·s est indispensable. C'est pourquoi les organisations syndicales appellent à trois jours de gréve en bloc durant la première semaine de juin. Le SSP a récemment démontré sa ligne combative, notamment par des grèves soutenues et par son retrait de commissions paritaires qui entretiennent surtout des illusions, comme le projet G'Evolue.

Rejoignez la mobilisation, soutenez la lutte et mettez-vous en gréve les 2, 3 et 4 juin. Il est impératif de renvoyer ce rapport a son expéditeur. Seule une mobilisation forte, collective et déterminée permettra de faire reculer ce projet d'austérité et de défendre le service public ainsi que les prestations à la population.
