  1. Just for the record, fixed this issue so it won't happen again (at least, not the same way).

    The underlying root cause of this incident was the edge of the pannier bag pivoting into the spokes and locking the wheel when I attempted to get on the bike to start bicycling down the street. The fix was swapping the rack off a different bike I have, which has a much better geometry and should (in theory) never have that issue. (the replacement rack has a long extension towards the rear, instead of a triangle shape).
