Overview The City of Spencer is located directly along United States Routes 33 and 119 as well as West Virginia Routes 14 and 36, depending on the particular direction in question. Today, the community serves as the county seat of Roane County and contains a population around three thousand (3,000) residents in total. Within city limits, the most notable event of any given year is the West Virginia Black Walnut Festival, while the most notable place is Tudor’s Biscuit World to the south. -
