Necessary speech is not #LashonHara. "Necessary" has to do with public safety. If I know for a fact that a grocer keeps the meat in the cooler nice and pink through the use of formaldehyde, it isn't #LashonHara to report it to the authorities, or to warn another shopper. In fact, I am required to warn.
If, however, I think his grocery is not as nice as others, it is #LashonHara for me to warn others away from it.

@serge #LashonHara includes repeating or listening to unnecessary talk about others, whether true or untrue. #Rechilut is specifically #gossip.
Strictly speaking, one should offer a #tochecha (rebuke) to a wrongdoer before taking it to the authorities.
