    Rafael Behr hat als Dozent an der Akademic der Polizei Hamburg Tausende Polizisten und Polizistinnen ausgebildct.  49 Jahre nach seinem eigenen Diensteintritt verabschiedet er sich in den Ruhestand und spart nicht mit Kritik an seiner Behörde

    Es ist Freitagnachmittag, die Polizeiakademie in Hamburg-Altona wirkt wie ausgestorben. Da offnet Rafael Behr, Professor für Polizeiwissenschafien, die  Burotür, Hinter ihm ein Hund namens Xena und ein junger Mann namens Matthis. Dieser ist sein  Sobn und zugleich sein "Praktikant, ein glühender Polizeianwärter, wie der Vater sagt

    DIE ZEIT: Herr Behr, Ihr Sohn tritt wohl bald in die Polizei ein; Sie verlassen sie nach fast 5 Jahrzehnten. Wie fihlt sich das an?

    Rafael Behr: Sehr gesätigt von Erfahrungen. Und unheimlich erschöpft. Ich habe viele Themen sehr lange durchgedacht. Jetzt bin ich froh, das abgeber  zu können.

    ZEIT: 1975 haben Sie in Wiesbaden Ihre Ausbildung bei der Polizei begonnen, Was haben Sie für eine Institution vorgefunden?

    Behr: Ich hatte es mit weißen Männern zu tun, die rigide sozialisiert waren. Ich habe die Polizei als deutlich autoritäres Regime in Erinnerung, Allerdings waren schon Auswirkungen der Studentenbewegung zu spüren. Die Polizei in Hessen hatte zum Beispiel keine Dienstgradabzcichen. Wir hatten Uniformen, die sahen aus wie ein Ausgehanzug. Die Polizei im zivilen Look. Man wollte keine militaristischen Dinge mehr. Aber das war natürlich nur aufgesetzt.

    ZEIT: Nach innen sah es anders aus?

    Behr: Nach außen hin und in der offiziellen Polizeikultur wurde das so proklamiert, Aber die Personen die uns was zu sagen hatten, haben immer noch gedacht, der Mensch muss vor allem lernen zu gehorchen. Ein Hundertschaftsführer hat beim Sport immer gesagt: "Der Mensch muss gequält werden, damit er Lust zum Sterben hat." Diese moralische Verhärtung haben wir deutlich gespürt, allerdings  nicht so schlimm wie in anderen Bundesländern. Die mussten da noch Schützengräben ausheben, falls gleich die Volksarmee aus dem Osten einmarschiert. Aber in den Dreck werfen, kriechen und  volle Deckung grölen - das gab es bei uns auch. Das hat auch Spaß gemacht. Seltsam, oder? Nicht alle nehmen die Unterwerfung als negativ wahr  sondern ordnen sich da gerne ein

    ZEIT: Sie auch? 

    Behr: Vorübergehend, Bis es mir gegen den Strich ging, Männern zu gehorchen, einfach weil sie einen höheren Dienstgrad hatten

    ZEIT: Gab es auch Frauen?

    Behr: Wir hatten in unserer ganzen Kaserne vielleicht zehn Frauen. Davon wahrscheinlich 5 in der Kantine und 5 Reinigungskrafte. Das war eine reine Männergesellschaft.

    ZEIT: Sie sagten, ab den 80ern habe es positive Veränderungen gegeben. Was ist passiert?

    Behr: Es kam neues Führungspersonal. Das waren keine Haudegen mehr, sondern eher so neue Managertypen,

    ZEIT: Das heißt?

    Behr: Sie hatten andere Skills: Empathie, Mitarbeiterfuhrung, Mitbestimmung, Es wurde mehr Verantwortung in die Fäche gegeben, nicht mehr  hierarchisch vom Ministerium in die letzte Polizeidienststelle befohlen. In dcr Außenwirkung wurde sehr stark darauf geachtet, dass die Polizei nicht mehr als repressives Organ auftaucht. Frauen kamen nach und nach in den Polizeidienst. Trotzdem gab es in den 80ern viele sehr gewalttätige Auseinandersetzungen: Startbahn West, die Friedensbewegung. die 1.-Mai-Demos in Berlin.

    ZEIT: Brutaler als heute?

    Behr: Subjektiv ja. Wir waren schlechter ausgerüstet - nicht so martialisch wie die Beamten heute-, weniger mobil, viel weniger Manpower.

    ZEIT: Fühlten Sie sich im Dienst gefährdet?

    Bchr: Ja. Bei den Einsätzen an der Starbahn West zum Beispicl, Da gab es jedes Wochenende ritualisierte Gewaltexzesse zwischen Polizei und Demonstranten,  Mir ist zum Glück nie was Passiert., Ich habe umgekchrt auch nie jemanden irreversibel beschädigt, Glaube ich zumindest, Das ist ein wichtiger Punkt: Dic Wahrscheinlichkeit, dass man im Dienst seriös verletzt wird, ist statistisch ebenso gering wie die Wahrscheinlichkeit, dass man selbst jemanden im Dienst verletzt.Es sind wenige, dic tatsichlich  schwere Gewalt ausüben oder davon betroffen sind.

    ZEIT: Sic haben den Polizeidienst irgendwann verlassen. Warum?

    Behr: In meiner Jugend hatte ich keinen Bock aufs lernen. Irgendwann kam aber doch die Lust, Ich machte das Fachabi und studicrte an der Fachhochschule der Polizei fur den gehobenen Dienst. Danach an der Uni in Frankfurt. Stück fur Stück habe ich mich von meiner beruflichen Familie entfernt, Veilich auch immer mchr Fehlstellen gesehen  habe.

    ZEIT: Seit 2008 unterrichten Sie an der Polizciakademie Hamburg, In diesem Jahr verlassen Sie die  Polizei endgültig, In welchem Zustand lassen Sie die Institution zurück?

    Behr: Ich fürchte, ich verlasse eine Institution die wieder so autoritär wird, wie ich sie in den Siebzigern kennenlernte.
