Plan utrzymania wód – potrzeba czy konieczność?
Dawno, dawno temu… Pamiętam, jak tworzony był pierwszy (i jak na razie ostatni) plan utrzymania wód (PUW). Był traktowany jak wymysł prawny. A nawet jako zło konieczne i ugięcie się pod naciskiem ideologii organizacji ekologicznych. Niektórzy mówili: damy palec – wezmą całą rękę i nic nie będziemy mogli zrobić. Dla innych – długo wyczekiwana standaryzacja prowadzenia prac w korytach rzek. Przed wdrożeniem PUW przy prowadzeniu prac utrzymaniowych nie obowiązywała ocena wpływu na środowisko, zgodna z ustawą z 3 października 2008 r. o udostępnianiu informacji o środowisku i jego ochronie, udziale społeczeństwa w ochronie środowiska oraz o ocenach oddziaływania na środowisko.
