It works for the law-abiding, like you & me, but not for the people it needs to work for - the #criminals. If it DID, our #jails would be empty, instead of full to bursting. #Prison works as #punishment, but not as a #deterrent. Some #prisoners can be #rehabilitated, but that needs effort.
