In case you're still more comfortable with the Godot ecosystem (or just don't feel like learning yet another new game engine) I can suggest Pandemonium Engine. (https://github.com/Relintai/pandemonium_engine)
It's a fork of Godot 3.x that backports various 4.x changes, but also has a strong no-AI policy. (specifically copied from the QEMU project) It also still retains the GLES2 rendering backend that was removed in Godot 4.

В развитии предшествующего материала продолжаем вспоминать позабытых героинь прошлого. Это вторая часть из трёх, она посвящена периоду 1996-1997 годов. Как и ранее с подготовкой осовремененных образов героинь в виде статичных изображений помогал ChatGPT, а их последующей конвертации в видео формат помогла Sora. Фоновым саундтреком для коротких видео послужили оригинальные мелодии. В свою очередь для сочетания вида после / до в каждом сегменте приложен игровой процесс и оригинальные обложки / промо-материалы.

The music album was also the best selling music album at #Bandcamp for the whole last week, despite its release having been on Saturday evening.Peak concurrent listeners count on the relays for PonyTown were slightly above 3450.
The whole release party (with DJ sets before and after) was 12 hours long.
