    The #EU may have gotten ahead of #USAcentric thinking again. I still have to do a more detailed analysis, but it looks like the #EUPL v1.2 was #OSIcertified in July 2017, is compatible with most FOSS licenses including the #GPL, and Section 3 purportedly closes the #SaaS loophole I've publicly discussed before.
