No. It captures the *gap* between those who do the research, who want to protect their kids & grandkids, who are vulnerable, and those who hold on to the status quo, who wield actual power, who want to continue to profit at the expense of others.

Considered as exajoules/year of modernization, our sense of urgency seems to be lacking.
