Ojamajo DoReMi is surprisingly good. There's a progression, but not usually a grand story arc. Clearly made primarily for young viewers in a way that. #Precure isn't.
Take a look at the reviews on wrongeverytime.com. He's eloquent on the quality of writing compared to typical teen fare.

I just finished the 2nd season of #OjamajoDoremi (2000)
It's got a 'kidnap the magical baby' plot, and so does the current Hirogaru Sky #Precure, both Toei series in the same timeslot. Ojamajos are much younger (3rd graders, with sister Pop as a character for kindergartners to identify with, vs 12-18 year-old Cures. Character designs by Yoshihiko Umakoshi, who also did Heartcatch Precure.
While clearly made for a much younger audience, it includes some serious topics too, including suicide, miscarriage, and divorce.
If you're interested in magical girl history, or a fun kid's series with Latin-influenced music, this is one!
