Not a terrible strategy. They're right before hitting the "Pennsylvania Welcome Center", which I imagine is open 24/7. The camera looks to be mounted above or near the Pennsylvania Welcome Sign, so you probably won't die of hypothermia in that stretch if you are wearing proper clothing. And your driver can definitely head that direction.
