(wtf, #portland #pdx? we are literally swimming in unused retail and commercial space in the most pet-services needy area of the county, but screw that, lets's build new, in a horrible, inaccessible location!)

They estimated in September that a new animal shelter could cost anywhere between $60 to $65 million if built in 2028. The new range is $62 million to $85 million for the same timeframe, officials said.
