La “sua” dottrina prevede che le principali risorse del subcontinente -petrolio, acqua dolce, metalli preziosi, terre rare e litio – siano considerate «assets strategici» degli Usa. Tanto che la dottrina Donroe è diventata parte della National Security Strategy (NSS) degli Stati Uniti per il 2026. Il 7 marzo, convocati a Mar-a Lago, in Florida, dodici presidenti latinoamericani hanno firmato il trattato “Scudo delle Americhe”.

Sotto la copertura della lotta ai narcos e ai terroristi, i dodici hanno accettato il ruolo di vassalli di Trump per tenere lontane le zampe finanziario-commerciali di Pechino dal subcontinente, ormai ridotto a «risorsa strategica» degli Usa. Delcy Rodríguez non era stata invitata. Dopo il blitz della Delta Force su Caracas (3 gennaio) e il rapimento di Maduro e consorte, la presidente ad interim del Venezuela aveva già accettato il ruolo di vassallo, affidando a compagnie petrolifere statunitensi il compito di ammodernare le strutture petrolifere del paese e la licenza di commercializzarne il greggio estratto.

I risultati sono stati che dei 53 miliardi di dollari di petrolio passati per le mani di Trump, ben 13 sono «scomparsi». Con l’accordo capestro firmato venerdì – dopo aver cambiato i vertici militari, più in odore di bolivarismo che di “Cartel de los soles”- Delcy ha completato la sottomissione a Trump. Non è una dura sconfitta solo (e non è poco) per il Venezuela, dove l’eredità di Hugo Chavez e del socialismo del XXI secolo è stata gettata nella basura.

È una tragedia globale per l’America Latina, ormai quasi completamente “riconquistata” dal tycoon. Il suo più fedele alleato-suddito, il presidente argentino Javier Milei, ha ceduto le enormi distese (un decimo dell’Italia) bituminose di Vaca Muerta al fracking di grandi compagnie Usa (ultimo, Peter Thiel, il boss di Palantir e della IA al servizio della guerra). È ora assai probabile che una delle ultime new entry dell’estrema destra continentale, la presidente del Perù Keiko Fujimori, concretizzi l’accordo per una superbase militare Usa a Callao come contrapeso al megaporto di Chancay, concordato con la Cina dai suoi predecessori. La seguirà l’altro fedelissimo, il presidente equadoriano Daniel Noboa, propenso a affittare ai marines una delle isole Galapagos. Per ultimo, il presidente colombiano De Espriella, si è già allineato ancor prima di metter piede alla Casa de Nariño.

Un bel mal di testa per Lula, rimasto unico rappresentante dei leader che avevano colorato di rosa gran parte dell’America Latina. A ottobre dovrà affrontare un altro vassallo in pectore di Trump, Flávio Bolsonaro, lanciato sulle orme del padre. Una vera tragedia per Cuba che resiste strenuamente allo stragolamento energetico- finanziario- commerciale di Trump e difende a denti stretti la sua sovranità. Una parte, però, rischia già di perderla. La compagnia canadese Sherritt, che per decenni ha estratto, lavorato e commercializzato il nichel e il cobalto cubano è stata costretta dalle sanzioni (1° maggio) del segretario di Stato Rubio a chiudere l’attività nei giacimenti di Moa (più del 20% delle reserve globali di nichel).

Ora è sicuro che venderà a un compadre di Trump, o al miliardario (petrolio) texano Albert Huddeston, o a Ray Washburne ( boss di Gillon Capital, ex membro della prima ammnistrazione Trump). Infine, Delcy ha inviato una mela avvelenata sia alla sinistra democratica negli Usa, sia ai politici e ai dirigenti europei che non ci stanno a essere assoggettati agli umori del tycoon-re.
