Our quickest TL;DR
Chiptune must be involved. We're not purity testing how the chips happen as long as they are used but please tell us your process in your submission. Used a tracker? Great! Used chip samples in a DAW? That 𝘤𝘰𝘶𝘭𝘥 work, too
