    Updates in Keeper Secrets Manager GitHub Action 1.3.2 include:

    - Added max-throttle-wait-seconds input (default: 60) to cap throttle retry wait times and prevent silent hangs
    - Updated secrets-manager-core to 17.5.0 for better error propagation on stale keys, invalid configs and missing decryption keys
