Oh look! It’s ITAR for AI, done worse and with an option for both supply-chain AND salt-typhoon/type attacks, to no great benefit:
The CSA aims to address those loopholes, mandating that chip exporters better track where advanced chips are sent, via either bespoke location-verification hardware or software that can run on existing hardware.

@patrickcmiller There is another aspect to this. I have little doubt that foreign and industry actors are already targeting the technology for many potential applications, not just cybersecurity. If in fact there is a legit national security interest in limiting access to some #AI technology, companies would need to protect that tech according to how it is classified. This can be a deeply intrusive process and does not fit an existing fast-moving technology effort. I’ve seen the process up close. Without clear definitions of what is classified and what is not, as well as judgment borne of experience, felony mistakes are a real risk. People are fined and/or go to jail for negligence in protecting such information.
Altman’s resistence to #ITAR controls is understandable, but will ultimately fail if that’s what the national security apparatus decides. The government will foot the bill for such security; the larger impact is that it can dramatically slow down progress — and that might be the winning argument for the AI companies.

A question for everyone who is saying that #AI must be regulated (a) soon, and (b) by the Government rather than self-regulation; #BigAI
There are a bunch of people who are opining off-of the attached tweet; critical opinions generally can be characterised along the lines of:
the tech industry cannot police itself / look at the history of social media / facebook was bad, this will be worse / the internet is bad / imagine if airlines ran the aviation regulators / regulation is fine so long as you get independent experts to help it along / only lunatics should run asylums / it’s like oil-tobacco-asbestos all over again / white male privilege incarnate / even they don’t know how it works / jurassic park with terminators / …
So: back in the 1990s I watched Governments hand down regulations on cryptography, only to be infuriated when the regulation flopped, or as/when open source communities blew straight past those regulations.
AI technologies are going to be open-source, ubiquitous and home-deployed. What will happen if/when open-source AI projects do the same to this fresh hell of regulation?
To be frank: I feel that a lot of this is not about AI, instead it’s about “#BigAI” and corporations. I have written at length elsewhere about the foolishness of regulating the shape of code; it would be wise for folk now to stop attempting that, and instead to regulate intents and outcomes, because “regulations on AI” are not going to go anywhere than cack-handed repression of software projects.
