when you rub plastics with something you might be putting electrons on them and giving them a negative electric charge
alternatively, one might rub a material that has lots of lone pairs of electrons, like silicon dioxide, also commonly called glass. rubbing those loose electron clouds might rip some off and give the glass surface a positive electric charge
all those years ago we just guessed which is which, positive or negative. we guess wrong so we have labeled electrons flowing in a conductor to be negative electric current not positive electric current. before we discovered electrons, we just guessed and said the positive electronic charge is the charge we get when we rub glass and other similar materials e.g. materials with loosely bound valence electrons.
