Governance Reality in India
Indian governance over the last decade was neither pure optics nor pure substance. Ruling parties delivered outcomes in infrastructure and services while relying on branding. Progress in jobs and education lags. This pattern repeats across parties.
Infrastructure saw growth. Highway construction reached 37 km per day [1]. Railway electrification rose from 33 percent to over 98 percent. UPI is an achievement. Unified Payments Interface (UPI) processes more than 640 million transactions daily [2]. Services also improved. Swachh Bharat Mission built 100 million toilets. Jal Jeevan Mission provided tap water to 15 crore households.
Every achievement comes with branding. Governments rename schemes to attach labels. BJP renamed UPA schemes. Congress in Chhattisgarh renamed BJP schemes [3]. KCR’s government in Telangana branded projects with personal and party marks [4]. Congress relies on guarantee politics. Both sides call the other’s welfare freebies while defending their own.
Employment and education show the gap between optics and reality. Employment rate declined to 38.7 percent. Over 42 percent of graduates were unemployed [5]. Unemployment is a problem. Education recovery lags. ASER 2024 shows reading levels improved but remain low [6]. Only one in four class three children can read at grade level. NEP 2020 aims at foundations, yet classroom change lags policy.
Infrastructure suits delivery from the top. Quality jobs need time and effort. The pattern reflects incentives. India builds infrastructure well but struggles to build capability. The hardest domains need long-horizon work that resists photo opportunities. Progress here is slower everywhere. The last decade shows a polity skilled at building visible assets and talking about them, while human capability work remains incomplete.
The future of India needs a shift toward employment.
